He was born June 15, 1920 in Blackmon, FL, son of the late Rosa G and Abe Hayes. He attended Rocky Bayou, Granier and Carver Schools; attended Okaloosa Adult Education an earned his GED through the US Army in 1959. He earned a degree in Culinary Arts. He was a member of Macedonia Missionary Baptist Church. He was elected city councilman for the city of Crestview, from 1975 until his health failed. Survivors include his wife of 29 years, Florence G Hayes of Crestview; 3 sons, Shannon (Ann) Hayes and Reverend Sanford (Tonsiaweda) Hayes and Jimmy (Natterlene) GIlmore; 2 daughters, Pastor Delta J Outley of Columbus and Sandra Madison of Virginia Beach, VA; a brother, Deacon Claude Hayes of Crestview; 2 sisters, Amanda Lewis and Bertha Baker of Crestview; 18 grandchildren; 28 great grandchildren and 4 great, great grandchildren.
